Description: With a wide state-to-state variation in the prevalence of substance abuse disorder (SUD) as a primary or secondary disability condition in VR, it is clear that a number of factors may affect services to this population. This panel of VR experts will address national an state-level issues related to providing VR services to persons with substance use disorder as a disability. Specific VR policies, initiatives, and programs will be discussed.

Development of a Substance Abuse Screener for Vocational Rehabilitation

Presenter: Alan Heinemann, Ph.D.

Description: This presentation describes the process of the development and validation of the Substance Abuse Vocational Rehabilitation Screening (SAVR-S) for use in the vocational rehabilitation system. Beginning with the Substance Abuse Subtle Screening Inventory-3 (SASSI-3) we developed additional items pertaining to prescription medication misuse and modified other items and then field-tested the Instrument with over 900 customers in three state VR systems. The analyses and validation process will be discussed and will show that the SAVR-S appears to be a valid instrument and minimally minimizes respondent burden while maximizing sensitivity and specificity to substance use. It can assist VR staff in identifying customers who need professional assessment and help support efforts towards self-sufficiency.

Using Supported Employment for Persons with SUD & Co-Existing Disabilities

Presenter: Mary McAweeney, Ph.D.

Description: This breakout session will present a promising supported employment model (Individual Placement and Support or IPS),implemented with consumers who have substance use disorders and other co-existing disabilities. The model is predicated on the belief that work skills training prior to job placement is not as efficient or effective for many persons with more severe disabilities. Real work experience with job-specific support appears to be the best method for connecting and maintaining these individuals with jobs. The goal of IPS is competitive employment; VR services are continuous and based on real work experience in the community; follow-along services from mental health providers are time unlimited, based on consumer need; and the choice of work site and related services are based on consumer preference and choice.

Policy Issues in VR Related to Consumers with Substance Use Disorders

Presenter: Dennis Moore, Ed.D.

Description: There is wide variability in the prevalence of substance use disorders as qualifying disabilities among state-based VR programs, and state policies and practices also demonstrate considerable diversity for addressing the needs of individuals with these conditions. This session will present data on the first two phases of a policy study of substance abuse in VR programs, as well as policies regarding persons with disabilities from the perspective of state alcohol and drug agencies. This will include an overview of issues identified by state VR directors, an analysis of data from national surveys, and an examination of specific policies in state programs.

The ADA, Rehab. Act, & Persons with SUD: Looking Between the Lines

Presenter: Chris Gazinski

Description: PLENARY 1. This overview will describe how the ADA and other legislation impacting persons with disabilities apply to individuals with a substance use disorder. Although persons with "alcoholism" and/or "drug addiction" were included as protected classes under the disability statutes, there are several qualifications about when and how the protected class status applies in the case of substance use disorders. The ambiguities and sometimes less than clear distinctions of how these statutes apply for these individuals will be explored.

The Needs of lnjured Veterans Returning from Current Global Conflicts

Presenter: Linda Davis, Ph.D.

Description: PLENARY 2. In her policy and oversight responsibilities for the Navy and Marine Corps, Dr. Davis addresses the needs of returning veterans and active duty personnel including health affairs and comprehensive casualty care, family support, morale, welfare and recreation; character, leadership development, and equal opportunity; intelligence, and counter drug programs. She will address the nature of injuries and disabilities among returning veterans and the needs for vocational rehabilitation and other care.

An Investigation of Unsuccessful Closures in Vocational Rehabilitation

Presenter: David Hollar, Ph.D

Description:Several studies indicate that rehabilitation services are challenging for certain persons with disabilities, particularly personswith mental illness, traumatic brain injury, and/or substance use disorders (SUD). This study focused on 11,401 Individuals who were closed from VR services in the Longitudinal Study of the Vocational Rehabilitation Services Programs (LSVRSP, 1995-2000). Successful "26" closures (i.e. with employment) from the VR system were compared to unsuccessful closures (i.e. "28" and "30" closures). The results show a clear need for more comprehensive services geared towards persons with specific disabilities, including appropriate disability-specific counseling, tracking, and transportation needs, especially for behavioral and SUD co-occurring disabilities.

Integrated Treatment for Substance Abuse and Traumatic Brain Injury

Presenter: John Corrigan, Ph.D.

Description:Adults who incur traumatic brain injury (TBI) have a high risk of post-injury substance use disorder due to both pre-injury characteristics and post-injury sequela. Treatment for persons with TBI is complicated by both cognitive and behavioral impairments resulting from TBI. This presentation will review the scope of the problem and present a framework for conceptualizing intervention approaches.
