The State of Maryland recently legislated special programs directed at servicemembers returning from wars in Iraq and Afghanistan.  In particular, new assessment and treatment options for soldiers experiencing symptoms of Post Traumatic Stress Disorder (PTSD) and Traumatic Brain Injury (TBI).  Should all states provide funding to supplement federal programs or are the conditions noted as PTSD and TBI a catch all for just combat stress and perhaps seperation anxiety?
